The Commission did a commendable job balancing Voting Rights Act and community of interest concerns by working in a transparent manner. Now that the Commission has concluded its work and certified the new maps, I am excited about the new 28th district, which includes the Burbank, Glendale and Pasadena areas I currently represent, along with many of the surrounding communities that I represented previously for many years in Congress and the State Senate. I have worked closely with these neighborhoods on many issues, and I would be honored to represent this district in the House of Representatives.

Rep. Adam Schiff (D-CA) and Sen. Barbara Boxer (D-CA) applauded the passage of S.1055, companion legislation to a bill Rep. Schiff introduced in the House to pay tribute to the U.S. Army 100th Infantry Battalion and 442nd Regimental Combat Team, commonly known as the “Go For Broke” regiments, as well as the Military Intelligence Service, comprised of Japanese-American troops who fought in Europe, and the Asia-Pacific theatre during WWII.

The legislation will now go to the President to be signed into law. It awards these brave troops the Congressional Gold Medal for their dedicated service to our nation. The Congressional Gold Medal is Congress´ highest civilian honor and requires two-thirds of the House and the Senate to cosponsor the legislation before it can be voted on. The elite medal has been given selectively since 1776, when George Washington was awarded the first, and other honorees include Thomas Edison, the Wright Brothers, Rosa Parks and the Dalai Lama. The legislation originated in the House (H.R. 347) and passed last year with nearly 300 cosponsors.

Rep. Adam Schiff (D-CA) wrote a letter this week to Paula Kerger, the president and chief executive officer of Public Broadcasting Service (PBS), urging the network to air the film “Aghet: A Genocide” on PBS stations nationwide.

“‘Aghet: A Genocide’ is a powerful, comprehensive documentary that explores in detail the murder of 1.5 million Armenians at the hands of the Ottoman Empire,” Schiff said. “This is the type of programming for which PBS was created. The network would be fulfilling a great educational and public service by showing this film and bringing the story of the Armenian Genocide to the American people; it is a film that every American should see.”

Schiff hosted the Capitol Hill premiere of the film on July 21. The film debuted on German public television (NDR) in April, depicting the annihilation of 1.5 million Armenians from 1915-1923 and the effects of the Turkish Government’s international campaign of genocide denial on international policy. Award-winning director Eric Friedler assembles an impeccable cast, who bring to life the original texts of German and US diplomatic dispatches and eyewitness accounts, interspersed with never-before-seen footage of the Genocide and its political aftermath. The film, applauded by Nobel Prize laureate Gunter Grass, has sparked debate throughout Europe.

By Bruce Campbell
Glendale News Press
August 21, 2010

Police Chief Ron DePompa, a member of the Glendale Noon Rotary Club, gave an inspirational, in-depth review of recent laws that have positively affected the safety of our community in his introduction of Rep. Adam Schiff at the club’s weekly meeting on Aug. 12.

DePompa said Schiff was a co-sponsor of a very useful new federal DNA law that permits the technical analysis of blood samples to identify individuals who may have been involved in crimes. Only two states — California and Colorado — are actively using the law.

The chief indicated that the recent arrest of the “Grim Sleeper” was the result of identifying him through the DNA analysis allowed by the law. The chief thinks that finding the “Grim Sleeper” by DNA will get other states to follow our lead.

DePompa indicated that the DNA law will give his department a new, effective tool to identify suspects and fight against rape and child abuse.

The chief thanked Schiff for sponsoring a law that has permitted the combined use of radio signals by different local police departments. He said that now all of the area police departments can quickly and simply call one another using the same radio station.

Schiff then spoke to the club about things he sees in the economy and in world affairs. He indicated that support of small businesses would be vital to turning the economy around. He supports legislation that will give small businesses access to various tax credits. In particular he is supporting laws to give tax credits to businesses for new hires and for the purchase of new manufacturing equipment.

Schiff said he has seen that small-business owners, no matter how high their FICO score is and how strong the financial statements are, cannot get loans from banks to build their business. He plans to work with the Small Business Administration to develop an effective business loan guaranty program that will open up business lending.

He plans to continue his support of local light rail service and in particular the use and expansion of the Gold Line.

n a move that would make it easier for community groups to do background checks on prospective Little League coaches, summer camp instructors and others, the House on Thursday passed a bill that would make the FBI fingerprint database widely available.

The legislation, known as the PROTECT Act, is sponsored by Rep. Adam Schiff (D-Burbank).

The law would launch a pilot program to make it easier for groups to access FBI fingerprint files as an alternative to the time-consuming and costly process to use fingerprints to check the background data on volunteers.

“Giving nonprofits that work with children the ability to better screen their volunteers has a proven track record of protecting our young people,” Schiff said in a statement. “The goal of this bill is to keep the cost of background checks as low as possible so that they remain affordable for the smallest nonprofits, while ensuring the program can be sustained without annual appropriations.”
